Program Performance: Third Party Grant Evaluation

The Health Council works collaboratively with program partners to design performance frameworks for existing and/or proposed programs, including the development of data collection plans and tools.  Health Council staff have developed and implemented complex performance and research projects involving multiple agencies including federally-funded initiatives.

 

Examples of our work include:

  • Orlando Ryan White Part A Priority Setting and Resource Allocation Process (funded by the Health Resources and Services Administration, HRSA)
  • Orlando Ryan White Part A Needs Assessment Process, Early Identification of Individuals with HIV/AIDS (EIIHA), and Comprehensive Plan facilitation
  • Tampa Ryan White Part A Assessment of the Administrative Mechanism (funded by HRSA)
  • Sanford HIV/AIDS Outreach and User Treatment (SHOUT) project (funded by the Substance Abuse and Mental Health Services Administration, SAMHSA)
  • Parramore Kidz Zone, a community improvement project
  • Wraparound Orange System of Care for Children's Mental Health (funded through SAMHSA)
  • Healthy IDEAS older adults depression program (funded by the Winter Park Health Foundation) 

 

Using quantitative and qualitative research methods, the Health Council staff conducts third-party evaluations to determine if programs are meeting specified goals and objectives while identifying areas for continued quality improvement and better outcomes.

 

The Health Council offers three performance and research packages to suit the needs of our clients. All packages include setting timelines and deliverables; determining scope and content of all reports; and establishing communication structure between organizations. SERVICE PACKAGE 1: LIMITED ADVISORY/ANALYSIS

 

  • Initial "start-up" meetings to refine the performance/research framework, methodology, and outcomes for the project. Includes setting timelines and deliverables; determining scope and content of all reports; and establishing communication structure between organizations
  • Develop data colletion tools and provide training for project staff on the implementation of these tools
  • Conduct analysis of data collected by project staff
  • Monthly reporting on performance activities and progress
  • Generate final written report

 

SERVICE PACKAGE 2: BASIC FULL PROGRAM PERFORMANCE

 

  • Attend initial "start-up" meetings to refine the performance/research framework, methodology, and outcomes for the project. Includes setting timelines and deliverables; determining scope and content of all reports; and establishing communication structure between organizations.
  • Conduct literature review and/or baseline data collection from existing focus group research.
  • Participate in initial trainings as required by project/grant.
  • Research existing data collection instruments for potential use in the project. If needed, develop new data collection tools. Provide training for the project staff on the implementation of these tools.
  • Assist in the implementation of data collection and data entry procedures.
  • Depending on scope, assist with data collection and entry.
  • Provide technical support for data monitoring and quality assurance.
  • Conduct data analysis.
  • Report monthly on performance activities and progress. 
  • Generate quarterly written reports (includes one major revision).
  • Assist in preparing funder-required reports.
  • Write the annual or final written report (includes one major revision).
  • Provide one presentation of the annual/final findings.

 

SERVICE PACKAGE 3: LARGE SCALE/MULI-YEAR PROGRAM PERFORMANCE 

 

  • Attend initial "start-up" meetings to refine the performance/research framework, methodology, and outcomes for the project. Includes setting timelines and deliverables; determining scope and content of all reports; and establishing communication structure between organizations.
  • Conduct needs assessment/baseline to include the following as needed based on methodology:
    • Literature review
    • Key informant surveys
    • Survey or focus group research
    • Report and presentation of results
  • Hire and train new HCECF staff (varies by project).
  • Participate in initial trainings as required by project/grant.
  • Assist in developing the performance component of logic model.
  • Collect quantitative and/or qualitative data through mixed methods that may included the following:
    • Client survey
    • Observational measurements
    • Staff interviews/surveys
    • Process mapping
    • Focus group research
  • Enter data for key indicators/outputs.
  • Provide technical support for data monitoring and quality assurance.
  • Conduct continuous quality improvement oversight.
  • Report monthly on performance activities and progress. 
  • Conduct data analysis.
  • Generate quarterly written reports on collected data.
  • Review draft report with project staff (includes one major revision).
  • Assist in preparing funder-required reports.
  • Generate annual or final written report.
  • Presentation of results to stakeholders.
  • Develop and collaborate with project staff to implement a data dissemination plan.
